PROTEST:WASHINGTON,16APR00 - A protester takes part in a demonstration close to the White House in Washington, April 16. Police stepped up security Sunday, pushing back by several blocks a security perimeter around the buildings were the International Monetary Fund meetings of finance ministers and central bankers from around the world were to take place.
